Frequent Q&A :
1. I have the experience and the skill, what should I do now to apply?
If you are sure that you have the right skill and experience, first thing you do is to test your level of English. Because an IELTS test is considered expensive (USD 150), I suggest that the candidate takes IELTS Placement Test at IALF to identify level of IELTS before taking the test or the course.Please contact IALF for further information regarding Placement Test. Candidate can also take such similar test at KELTS, TBI, IDP or other reputable English Course
If the preliminary test give a good result, the candidate is suggested to take the test else an English Course is required to lift up level of English.
After passing the IELTS test with each band not below 5, the candidate can apply their CV along with necessary and related certificate and/or reference letter and copy of original IELTS Score to recruitment@binamandiri.com

2. Can I be exempted for the IELTS Test ?
Yes, exemption for IELTS Test is possible ONLY for candidate with the following one or more conditions :
a. who being offered for base salary more than AUD 88,410 per annum
b. who previously have completed at least 5 consecutive years of full-time study in a secondary and/or higher education institution where the instruction was delivered in English.

3. How long is the process and should I quit the job after I submitted my application ?
DIAC has improves its services to process the 457 visa, but there's no limited time to seek for the Job Offer from Employer. I strongly suggested that the candidates should keep their current jobs until they sign a Work Contract with the employer

Can I work in Australia ?

It’s true: There are well-paid jobs available for East Java workers in Western Australia.

But there are three big catches:
  1. If you’re not properly qualified and experienced in a trade and with genuine documents to prove your skills – forget it!
  2. And don’t bother applying unless you have a reasonable level of English – or are prepared to improve your language skills.
  3. You’re competing against determined and clever workers from the Philippines, Korea and elsewhere.
What sort of jobs?

Semi skilled trades people. Check the list end of the page.

What sort of skills?

• Minimum Graduate of a SMK with good marks in your selected trade.
• At least three years working full-time.
• Fit and willing to work hard for long hours.
• Proper certificates and good references from your bosses.
• No criminal record.
• A clean driving licence.
• Good computer and Internet skills.

Can women and men apply?

Yes

What about age?

Between 25 and 45,

What sort of money can I earn?

About AUD 50,000/year (Rp 37 million / month). Higher levels are paid for skilled and experienced workers in specialised areas, like gas pipe welding – lower wages for cleaners and painters.

Are there deductions?

Yes. You have to pay tax and may also have to pay for accommodation and food – depending on the job and location. Taxes are high – about Rp 6.5 million / month and living costs expensive.


Are these permanent positions?

No

Can I use the RMA scheme to become an Australian permanent resident?

No

Where’s the work?

Most jobs will be in mines and mining communities under construction far from cities, in arid areas that are extremely hot. The agents are concentrating on work in Western Australia, which has a Sister-State agreement with East Java.

If I don’t like the job or the location, can I move to a city?

No. If you leave your job you will have to leave Australia.

Can my wife or husband come with me?

No – unless they also have a job.

How long will I be away from home?

We are hoping to start a Fly-In, Fly Out (FIFO) system so workers can return to their families in East Java once a month.

Will I have to take courses and tests?

Yes. Unless you have good English skills you will have to attend and pay for intensive language courses. Medical examinations, police clearances and other checks are required. Your employer will pay for other costs.

How much?

That depends on how job-ready you are. For example, someone who has good English skills and has worked overseas will have to pay less than someone who needs extra training. You will be told the fees once you are assessed.

Suppose I don’t have enough money?

Binamandiri has organised for KUR TKI with BRI to lend money to genuine workers.

Is this a new scheme?

Yes. In 2011 the Australian Government announced a new temporary worker scheme for skilled and semi-skilled overseas workers. It’s called the Regional Migration Agreement (RMA).

What’s the reason?

The Australian economy is booming, creating big labour shortages specifically in remote areas.

How do I know this is genuine?

Get independent advice. Make your own enquiries by contacting an authority like the Australian Embassy in Jakarta, the Western Australian Government’s Trade Office in Jakarta, the Australian Indonesian Business Council or the East Java Governor’s Office.

Who are the agents?

PT Binamandiri in Malang and SBS Ltd, run by Australian Duncan Graham and Erlinawati Graham, have joined to provide agency services.

I’ve worked in lots of jobs. I’m a skilled all-rounder. I’m young, smart and work hard. However I don’t have formal qualifications. Am I eligible?

No

OK, I’ll get someone to write me some qualifications.

If you use false or forged documents you will be banned from entering Australia.

Why is English important? I know enough to do my job.

A good level of English is necessary to thoroughly understand instructions and health and safety issues in the workplace.

When I get to Australia, will anyone be able to help me if I have difficulties?

Yes. You’ll get special training in cultural issues before you leave Indonesia. Once you get to Australia pastoral care advisers will be available.

Do Australians discriminate against Asians?

Racial discrimination is illegal in Australia. It is also illegal for bosses to cheat you, like paying lower wages.

Suppose I have a dispute with my boss?

Australian law protects workers and SBS will help you with any problems provided you have been honest and not broken the law.

Recruitment for Australia Kicks NOW!!! Start sending your CVs

The Australian Government has announced a new temporary worker scheme for skilled and semi-skilled overseas workers. The Regional Migration Agreement (RMA) has been created to meet labour shortages specifically in remote areas.

Most jobs will be in mines and mining communities far from cities, in arid areas that are extremely hot.

Australian Immigration is still preparing the rules and regulations for the RMA scheme. We hope that some of the high English standards normally required to work in Australia will be relaxed, but that is still uncertain.

A good level of English and a thorough understanding of health and safety issues in the workplace will still be required.

Semi-skilled workers will be allowed for the first time, but not unskilled workers. Proper qualifications, certificates and references are essential; these will be thoroughly checked to ensure they are genuine.

It’s hoped that the RMA rules will be published in November so the scheme can start in early 2012.

Most jobs will be in Western Australia, which has a Sister-State agreement with East Java. Binamandiri, along with our Australasian partner, has been involved in discussions with Immigration and regional authorities

To anticipate Australia’s labour needs under the RMA, interested applicants should start preparing RIGHT NOW, especially by improving their English skills. For many it will take time and hard study to reach the right level.


Binamandiri is NOW undertaking preliminary recruitment for Australia under the following terms and conditions:

1. Binamandiri will not charge any recruitment fees, as this is the preliminary stage.

2. Binamandiri will only require candidate's curriculum vitae. Original documents will not be retained.

3. Binamandiri will not charge penalties for cancellation.

4. Candidates must be willing to take part in English courses conducted by Binamandiri.

5. Costs incurred for the English course will be born by candidates. These can be paid through KUR TKI loans once the candidate is accepted for work in Australia.

6. Employees in Australia are currently paid a minimum gross salary of AUD 49,330/year (Rp 37 million / month). However taxes are high – about Rp 6.5 million / month and living costs expensive. It is not known if these salaries will apply for RMA workers. Higher levels are paid for skilled and experienced workers in specialised areas, like gas pipe welding.

7. All costs incurred for placement in Australia will be paid directly by the candidate before placement.

Job Placement to Australia by BNP2TKI

Recently PT. Binamandiri Muliaraharja received many applicants from various places in Java who personally came to our office to seek information about placement to Australia. The information were informed on running text of various TV News in Indonesia that BNP2TKI said Australia needs 1000 Farm workers and the approximate salary is 24 million rupiah. They seek further information to the nearest Disnaker and by Disnaker, they were directed to get more information to PT. Binamandiri Muliaraharja.

It is part of PT. Binamandiri Muliaraharja's duty to give clear information about work opportunity in Australia so that the applicants can understand the work opportunity.
For background information, we would like to inform the current economy of Australia as follows :
Australia like other Western country currently suffer from Economic Crisis. For all states in Australia only Western Australia can still survive with the crisis as NSW is currently at the edge of bankcruptcy.
Western Australia's economic growth is plunge to -1,25% this year and will be expected to raise up to -0,5% on 2010. The budget will be deficit on 2011 and 2012 for AUD 513 billion and AUD 489 billion respectively. It is predicted between 2009 – 2010 approximately 20 million Australian will be queuing at “DOL” to seek the job. (DOL = Department of Labour)

Referring to BNP2TKI information of work opportunity in Australia, the information was gathered when BNP2TKI conducted a road show to Australia on 13 – 19 July 2009. It is actually true that there is a potential work opportunity in the farm (herd), as the economy strikes Australia, people start to return to open farm again or back to work in farm again.
Unfortunately, any positions in farm ARE NOT AVAILABLE on Australia's Shortage List Skill. A foreigners like Indonesian can work in Australia only if the positions available on Australia Shortage List Skill either State or Federal Shortage List. Under the Australia Shortage List Skill, He or She can apply work visa on 457 Sub-Class Visa Scheme or Skilled Regional Sponsorship Visa (476 Sub-Class Visa).
BNP2TKI is trying to look at other possibility that is Labour Agreement Visa. Under Labour Agreement Visa, the requirements can be decided by both parties, Indonesian Party who deal with recruitment and Australia Party, in this case the requirements can be easier, such as no language requirements, no work experience and etc. Unfortunately to get Labour Agreement, will take unpredictable time to process and large amount of money, as it will involve many negotiations, hearings, discussion, etc... etc and will involve many stakeholders in Australia, such as Parliament, Workers Associations, Business Associations, many government departments, lawyers, solitaire and many others. Binamandiri ever talked with Immigration consultant in Melbourne on last December 2009, and the information received was Labour Agreement since it ever been introduce, only 2 big companies manage to get Labour Agreement, so it is almost impossible if an Indonesian Private Company such Binamandiri, would like to try to get such Labour Agreement. The possibility is only for an Australian Agency to start the process of Labour Agreement if they intend to recruit Indonesians as all negotiations, hearings, and discussion will be held in Australia.

From the above information, We would like to inform to any applicants who wish to work in Australia as follows :
  1. Australia currently in Economic Crisis, and have very high unemployment rate so DIAC have already put some measures to tighten the work visa issue
  2. Under Visa 457 and Skilled Regional Sponsorship Visa (Visa 476), working in Australia is still the hardest thing compare to work other Western Countries, as the applicants has to be able to get IELTS 4,5 – 5,5 and minimum 3 year of work experience
  3. The work opportunity informed by BNP2TKI in Farm is still vague as Labour Agreement takes unpredictable and enormous time and money to process.

Working Holiday Visa for Indonesian

Great news for Indonesian, since 1st July 2009, Australia has permitted Indonesian to work and study using Working Holiday Visa (WHV). It is part of the Free Trade Agreement which was inked in 3rd March 2009 in Thailand and the program is reciprocal between Indonesia and Australia.

What makes WHV so special?
WHV allows inexperience Indonesian youngster to work in any low positions available in Australia such as waitress, fruit picker, farm workers, shopkeeper etc which recently many inquiries have been made to Binamandiri for such opportunity.

Who is eligible to apply WHV ?
WHV is available for all male and female Indonesian youngsters age 18 – 30 years old, still single and graduates from University. The idea of WHV is more on Cultural Exchange Program for Indonesian youngsters to know more about Australia Culture while they can work casually and temporary to support their life in Australia.

What are WHV type and characteristic?
WHV for Indonesia is Work and Holiday Visa Sub Class 462. The visa will be granted for one year stay in Australia and cannot be extended for any reasons. The visa allows the barrier to work up to 6 (six) months for each employer and study for up to 4 (four) months. Each person can apply for one time only for his entire life. WHV cannot be used for working in long term period. Each period of employment must be not more than 6 months and each employment must be broke with holiday or study before you can work again.
For long term period of employment, the candidate must apply using Visa 457 or State Sponsorship visa.

What are the requirements?
The main requirements to get WHV are :
1. Must be age 18 – 30 years old, male or female
2. Graduates from University
3. Never been granted WHV previously
4. Have access of sufficient fund which approximately AUD 5.000 or IDR 45 million
5. Must have functional English capability
6. One year return ticket to Australia

Skilled migrants cutback

AUSTRALIA'S intake of skilled migrants will be slashed by 18,500 over the next three months — 14 per cent of the annual intake — in a dramatic move to protect local jobs.

Less than a year after increasing the skilled migrant intake to record levels, the Rudd Government has responded to the deepening economic crisis by removing building and manufacturing trades from the list of workers Australia is seeking from overseas.

Bricklayers, plumbers, welders, carpenters and metal fitters will no longer get entry. The list of critical skills is now confined mainly to the health and medical, engineering and IT professions.

The cut reduces the skilled migrant intake for the 2008-09 financial year from 133,500 to 115,000.

The Government had already foreshadowed a reduction in skilled migrants — who form the bulk of the immigration intake — next financial year, with details to be announced in the May budget.

The decision to cut the number of skilled migrants now shows the Government's growing concern about ballooning unemployment, which in February rose from 4.8 per cent to 5.2 per cent.

The official forecast of a 7 per cent unemployment rate by mid next year is certain to be revised up in the budget.

The deep cut in skilled migrant numbers follows December changes that meant only migrants sponsored by an employer or in an occupation on the critical skills list could get a permanent visa. Almost half the visas granted in this category are to people already working in Australia.

Immigration Minister Chris Evans promised further paring back of the critical skills list if warranted. "The Government will remove occupations from the list if demand for those skills can be satisfied by local labour."

Senator Evans said the overwhelming message from business and industry "is that Australia still needs to maintain a skilled migration program but one that is more targeted so that migrant workers are meeting skills shortages and not competing with locals for jobs"

There were still shortages in sectors such as health care. The measures will enable industry to continue to get the skilled professionals needed "while protecting local jobs and the wages and conditions of Australian workers", Senator Evans said.

He added that the Government remained committed to a strong migration program. "Skilled migration plays a crucial role in stimulating the economy."

The cuts came as Mr Swan signed an international communique agreeing to "fight all forms of protectionism and maintain open trade and investment".

Finance ministers and treasurers from the Group of 20 large industrial and developing nations met in Horsham, south-west of London, to thrash out an agreement that committed them to "take whatever action is necessary until growth is restored" with the proviso that they kept their borders open.

"We will try to ensure that there is no intended or unintended trade protectionism," said the meeting's chair, UK Chancellor of the Exchequer Alistair Darling, speaking to reporters after the meeting.

Mr Swan told the ABC there had been little disagreement: "You didn't see that in the meeting today. It was a very encouraging outcome. I've been coming to a number of these meetings over the last six months or so and today I saw a resolve we haven't seen before."

Ministers agreed to boost their contributions to the International Monetary Fund to let it help countries that can no longer get credit.

The leaders of the G-20 nations including Prime Minister Kevin Rudd will continue the negotiations in London on April 2. The global financial crisis will dominate Mr Rudd's first face-to-face meeting with US President Barack Obama next week.

Mr Obama yesterday singled out Australia as a country taking appropriate action in the face of the global economic crisis. "Kevin Rudd has taken similar steps (to stimulate the economy) in Australia," he said.

Explanation on MOU between Disnaker Jawa Timur and OSS International

On 2 December 2007, Department of Manpower East Java Province (Disnaker) signed a Memorandum Of Understanding with OSS International Ltd regarding work placement opportunity of East Java People to Western Australia. The Signing was witnessed by previous Premier of Western Australia, Mr. Alan Carpenter and previous Governor of East Java, Mr. Imam Utomo. The MOU was signed based on sister province arrangement.
OSS International Ltd is reputable recruitment company based in Perth – Western Australia.
Binamandiri was one out of two recruitment companies who has the license to recruit for Australia placement which initiated by the MOU. 

Although Binamandiri legally can directly place the candidates to Australia according to Ordinance No.39/2004, unfortunately Disnaker with its huge authority, gave a big pressure towards Binamandiri, that under the MOU, all activities related to Australia placement must be direct supervised and controlled of Disnaker. Under MOU, although we have legal license for placement, Binamandiri only became selection agent which could only to recruit, review, and make the selection, while the rest of the process such as promoting and placement were the responsible of Disnaker.

Binamandiri had sent approximately 32 CV of prospectives candidates for various sectors to Disnaker from March 2008 until July 2008.
As time went by, on August 2008 Binamandiri sent formal letter to Disnaker inquiring about the status of the CV that had been sent by Binamandiri, unfortunately Binamandiri never receives any respond what so ever.

We received unofficial information that the MOU was death in the water. There were many unofficial rumours behind it, an information said that The OSS was disappointed with the role of Disnaker which too deep involved where it should be positioned as Supervisor not directly became operator, another information said OSS was undergo major restructuring of the management, where the new management more focus on Philippines.
Nevertheless, what ever the reason was, there wasn't any effort from Disnaker to clarify and to restore the relation with OSS International, which gave big disappointed toward many qualified applicants.

Because of Binamandiri's moral obligation toward the applicants, Binamandiri seek new opportunity directly to Australia. With big effort and support from WA Government and Indonesia Consulate General, on December 2008, Binamandiri managed to have mutual agreement with several prospectives Recruitment Agencies for placement of Indonesia workers to Australia.
