On 2 December 2007, Department of Manpower East Java Province (Disnaker) signed a Memorandum Of Understanding with OSS International Ltd regarding work placement opportunity of East Java People to Western Australia. The Signing was witnessed by previous Premier of Western Australia, Mr. Alan Carpenter and previous Governor of East Java, Mr. Imam Utomo. The MOU was signed based on sister province arrangement.
OSS International Ltd is reputable recruitment company based in Perth – Western Australia.
Binamandiri was one out of two recruitment companies who has the license to recruit for Australia placement which initiated by the MOU.
Although Binamandiri legally can directly place the candidates to Australia according to Ordinance No.39/2004, unfortunately Disnaker with its huge authority, gave a big pressure towards Binamandiri, that under the MOU, all activities related to Australia placement must be direct supervised and controlled of Disnaker. Under MOU, although we have legal license for placement, Binamandiri only became selection agent which could only to recruit, review, and make the selection, while the rest of the process such as promoting and placement were the responsible of Disnaker.
Binamandiri had sent approximately 32 CV of prospectives candidates for various sectors to Disnaker from March 2008 until July 2008.
As time went by, on August 2008 Binamandiri sent formal letter to Disnaker inquiring about the status of the CV that had been sent by Binamandiri, unfortunately Binamandiri never receives any respond what so ever.
We received unofficial information that the MOU was death in the water. There were many unofficial rumours behind it, an information said that The OSS was disappointed with the role of Disnaker which too deep involved where it should be positioned as Supervisor not directly became operator, another information said OSS was undergo major restructuring of the management, where the new management more focus on Philippines.
Nevertheless, what ever the reason was, there wasn't any effort from Disnaker to clarify and to restore the relation with OSS International, which gave big disappointed toward many qualified applicants.
Because of Binamandiri's moral obligation toward the applicants, Binamandiri seek new opportunity directly to Australia. With big effort and support from WA Government and Indonesia Consulate General, on December 2008, Binamandiri managed to have mutual agreement with several prospectives Recruitment Agencies for placement of Indonesia workers to Australia.
